Participación de la Dra. María José Rubio, coordinadora e investigadora por Ecuador en el proyecto DevalSimweb en el IV Congreso CREAD Andes y IV Encuentro Virtual Educa Ecuador, “Evaluación y Calidad de la Educación Superior a Distancia en: América, África, Asia y Europa” realizado en la Universidad Técnica Particular de Loja del 17 al 19 de abril.

La Dra. María José Rubio en su ponencia “Retos y tendencias de la evaluación y calidad en educación superior a distancia y virtual” incluyó como uno de los retos fundamentales la propuesta del Proyecto ALFA III, DevalSimWeb “Desarrollo de competencias profesionales a través de la evaluación participativa y la simulación utilizando herramientas web”. Esta fue la primera conferencia de dicho evento en la que entre otros, se expuso el reto de implicar a los alumnos en su propia evaluación desarrollando cinco competencias claves de este proceso: Juicio crítico y analítico, sentido ético, trabajo en equipo, toma de decisiones y resolución de problemas.

La Dra. Rubio participó de igual forma en el Seminario Precongreso: “Evaluación de programas de pregrado a distancia” y en la reunión de la Junta directiva del CALED.

Brussels, Belgium (March 25, 2013). With the aim of promoting knowledge exchange, each year the European Union runs the “International Coordination Event for the ALFA III programme”. This year, representatives of the 51 projects will meet in Managua, Nicaragua between April 22 and 24, 2013.

The event will host over 120 representatives of the ALFA III projects, who over three days will share their experiences of implementing these projects and identify partnership opportunities.

The aims of the event are to:

ü Present the current state of implementation of the 51 ALFA projects.

ü Discuss the difficulties, best practices and lessons learned in the implementation of the projects.

ü Highlight and share methods and strategies for the technical and financial management of projects.

ü Present case studies, best practices and recommendations for the management and sustainability of projects.

ü Present tools for achieving communication and visibility.

ü Provide information about future European Union initiatives on higher education.

Advance in a project, it is not just to account for program activities. It is, above all, to rebuild epistemic subjective experiences. This has happened to us with the development of the project DevalSim Web in this 2013. In addition of reporting the program activities; we have thought from the productions of the previous year, this is from the reports about desertion, and selection of competencies, it has been possible to us to establish relationships among concepts, practices, surveys applied and the prospects of our understanding.

We say that the reflections achieved, the constructed explanations, and the exposed arguments begin to take shape in the other components of the project, especially in the training course for teachers. By now we have cognitive tools, techniques and discipline to pinpoint what adult learning is about in the framework of learning throughout life, to indicate structural aspects of each of the training units and to project a set of strategies and activities to enhance participation in the evaluation, as well as promoting the development of selected competencies from studies performed with teachers, students and entrepreneurs.

This occurs because, as Argüelles says(2012)

Reading is always something else. There is always something more in reading. An elusive something that is priceless, that defies statistics. Reading, despite being a tool that solves practical things in the daily basis, is an instrument without an immediate purpose. We read a book, a poem, a page, a paragraph, or a line and its inspiring educator, sensitizer effect perhaps will enhance its intense strength later, maybe the next day or in a week, maybe later in a few months or a few years. The benefits of reading are not necessarily immediate, but can occur when we thought that we had forgotten about them. Then they bring us the memory of a moment of sublime emotion, the resurrection of an experience, and that is when the reading takes its deepest sense. (p.29)

The readings, the glances, the ways of naming meeting spaces, the productions  and analyzes achieved gave us now a return that brought into play with our research and teaching experience, allow the construction of a setting for teaching evaluation competences to the faculty of our university.

The president of the University of Antioquia (Colombia), Alberto Uribe Correa has received the DevalSimWeb project partners’ coordination in the country of Colombia. This project lead from the University of Cadiz by the EVALfor group was approved by the ALFA III Programme of the European Commission, with a total budget of 1.3 million Euros.

As DevalSimWeb project partners participate, in addition to UCA as coordinator, the Durham University (UK), the University of Antioquia (Colombia), the Pontifical Catholic University of Ecuador, the University of Costa Rica and the Salesian University of Bolivia.

The purpose of the ALFA III program of the European Commission is to promote higher education in Latin America as a means to contribute to economic and social development of the region by modernizing institutions and higher education systems in the beneficiary countries. In this sense, the "DevalSimWeb- competences development through participatory evaluation and simulation using web tools" offers an alternative approach to the assessment of learning in universities, based on the use and incorporation of technology information and communication.

A cooperative initiative that aims to improve the quality of Latin American higher education by "the development of evaluative competences of teachers and students, and interpersonal skills involved (analytical and critical thinking, sense of ethics, decision making, problem solving and teamwork), as a means for students to successfully complete their university studies and be part of the  workforce in a context characterized by the use of technology of the information and communication TICs through social networks and knowledge ".

During these days, we are developing the second meeting of the Transnational Committee of Direction and the International Seminar II DevalSimWeb. In the working sessions the latest developments are been analyzed in the context of the project and agreeing in the following stages of the same, highlighting the approval of a series of reports on students desertion and placement of graduates in all Latin American universities and the work plan to implement DevalSimWeb training programs for teachers and students at participating universities.

In the II International Seminar fundamental aspects for the design and development of this training programs are considered, with the intention of improve the evaluative competence of teachers and students. We insist on, in a special way and in first place, the use of innovative web services developed by the EVALfor group of the University

Of Cádiz, as EvalCOMIX and DIPeval which facilitate the assessment activity of teachers and facilitate students participation in the evaluation processes, and in second place in the incorporation of the simulation games in the training process.

Training programs are conducted throughout the next year2013in all participating universities in the project, reaching the first phase to more than 150teachers andaround300college students in the participating universities.

In his speech the Principal highlighted the University investigative and academic achievements, to indicate the value of this transnational project in the training process with students and teachers, giving us the opportunity to confront our practices with the two continents concerning. Thanking the presence of all researchers the Principal stressed out the importance of collaborative work, the elaboration of a network focused on competences and assessment for learning, as a source to improve students’ permanence in universities and job placement".

Acorde con la metodología de trabajo y gestión del conocimiento que caracteriza los proyectos ALFA, financiados por la Unión Europea, los integrantes del equipo de trabajo del proyecto “Desarrollo de competencias profesionales a través de la evaluación  participativa y la simulación utilizando herramientas web” (DevalSimWeb) se preparan para el encuentro directivo y académico que se realizarán en la Universidad de Antioquia (Medellín, Colombia).

En el encuentro que se llevará a cabo entre el 3 y el 8 de diciembre, se celebran la segunda reunión del Comité plenario Transnacional de Dirección (CTD) y el II Seminario Internacional DevalSimWeb, espacios de revisión, evaluación, ajustes y reorientación de las acciones desarrolladas durante el primer año, en ambos continentes: Europa y América.

Se contará con la asistencia de María Soledad Ibarra Sáiz (coordinadora general) y Gregorio Rodríguez Gómez (coordinador de los países europeos) –profesores adscritos a la Universidad de Cádiz-, Marta Lorena Salinas Salazar (profesora de la Universidad de Antioquia (coordinadora para América Latina), María Josefa Rubio Gómez (Pontifica Universidad Católica de Ecuador Sede Ibarra), Teresa Rejas Rivero (Universidad Salesiana de Bolivia), Leda Badilla Chavarría (Universidad de Costa Rica), y Leonard Raymond Land (Universidad de Durham). Además, Hilda Mar Rodríguez Gómez, Donna Zapata Zapata, Beatriz Henao Vanegas, y Pablo Patiño Grajales (profesores del equipo anfitrión de la Universidad de Antioquia).

Este encuentro nos permitirá poner voz a las reflexiones sobre deserción, inserción, competencias y formación (profesores y estudiantes) en evaluación para el aprendizaje, con el fin de 1) conocer las implicaciones de los hallazgos durante este primer año de trabajo, 2) revisar, discutir y poner a tono los informes producidos por los colectivos de cada universidad, y 3) definir y acordar, con base en los objetivos,  el plan operativo que marcará el rumbo para el año 2013.

El Comité de Coordinación y Seguimiento (CCS) María Soledad Ibarra Sáiz, Gregorio Rodríguez Gómez y Marta Lorena Salinas Salazar, en compañía del equipo anfitrión sostendrá reuniones preparatorias (26 de noviembre al 2 de diciembre) y de cierre (10 al 13 de diciembre) de los eventos.

La Universidad de Antioquia se siente complacida con la presencia de estas personas, y desea que este encuentro no solo fortalezca las relaciones interinstitucionales, sino que también propicie el reconocimiento de otras realidades sobre la evaluación y la formación en competencias en la educación superior, y que sirva de referente y campo de validación a nuestra propia experiencia.
